Moving the logic to use .directory files into kio?

KIO itself is "splitted" in core and widgets. So I think moving it into
KIO/widgets is ok.

As far as I know View Properties was never in libkonq. (Konqueror uses
Dolphin, which
uses the View Properties, but doesn't use the View Properties directly)
