Looking quickly at some of these bugs: devs have apparently not
requested reviews or feedback. In my experience, in Mozilla-land, this
is a fatal mistake, because it means "my code is not ready, I'll tell
you when it's mature enough that you can look at it."

To whoever picks these bugs: be sure to ask for feedback (early)/review
(when the patch is ready) using the fields provided for this purpose.
Note that these must be requested from specific devs (who might pass the
ball to others, if necessary).
