I have uploaded the code to github:
https://github.com/martin9000andersen/dolphin-perforce-plugin

I have previously compiled the plugin together with the other version
control plugins (git, hg, bzr, and svn) so I'm not sure if the code can be
installed alone. (If not I hope some one can help me out)
