Strange CSS behavior

Sometimes konq doesn't seem to load stylesheets (possibly html4.css). When I 
reload the file or visit another page, then it does.

Here is the test case. http://ktown.kde.org/~charles/150515.html

Apply the attached patch that fixes the bdo bug (150515). When you load a 
page, it doesn't apply the stylesheet correctly, but then you reload the file 
and it  does work, and continues to in that konq session. However it does 
work in testregression (mozilla/html_401/bdo.html)

Any ideas?
