Yes, please, do so. I was thinking smooth scrolling could go in the "style"
settings, but there are more settings than smooth scrolling, it may be good to
group them.
Maybe it would be good to have a look at the settings panels for the core
packages applications and move common options to some global setting panel...
Options that bothered me in KDE 3.5 were those relative to the tab bar
settings... like "close on hover", where to put the close widget and so on...
