the download dialog, file manager, etc are not scientific measuring tools. 
they are user appliances, if you will. adding configurations for how the size 
is measured is unnecessary. it just adds to the configuration dialogs and 
presents the user with an option that will confuse 99% of people out there.

we ought to keep usability and the real audience for desktop software as 
primary guiding principles.

scientific accuracy is way further down that list.
