Though it is also possible to run konq/e under X11. So basically, konq/e is
what you're looking for. Checkout the kdenox module and subscribe to
konq-e at kde.org to get involved.

You wouldn't. That's not possible.

If you want to do that, you will have to hack the code yourself. Konq/e is 
a special version of Konqueror that is designed to work on embedded 
systems.

The normal Konqueror version relies on being able to dynamically load 
KParts (which are ELF shared objects). And the KDE build system does not 
allow you to create statically-linked libraries either.
