Hmm, keyboard events should be captured by the form element as long as it is
focused.

They provide a huge opportunity for data loss, or even as a security hole:

Consider typing into a form, pressing ctrl by accident, and then pressing
the 
shortcut for "clear", "submit" or "reload".

Ctrl should not be the shortcut for this..
