[patch] reduce CPU usage when minimized

Hi,

I like to include the following patch into 3.5 (and 4) to fix the bug
http://bugs.kde.org/show_bug.cgi?id=91240
(CPU is used for animations even if konqueror is minimized)

Is this ok for you ?
