We're not tying media types to devices. One reason is that it is 
difficult. If you watch TV on your cellphone (unthinkable a few years 
back, but possible now), is that a 'tv' or a 'handheld'? Also, several 
browsers can emulate different media and we don't want to accidentally 
forbid to do a print preview on your PDA, e.g. So it is up to the 
browser (or the user of the browser) to select which media type fits 
best.

(And Media Queries help to refine that choice further, because there can 
be quite a bit of variation among devices of the same category.)
