it's not possible right now ...

right now in kdebase/libkonq/konq_popupmenu.cc there is a class called 
PopupServices which maintains a set of QMap<QString, ServiceList>s. the 
QString is the visible name of the submenu. the ServiceList is the 
(obviously) list of services in the submenu. so.... that would need to be 
extended somehow to include not just a QString for the name but also for the 
icon...

perhaps i'll get to that when i (or the person who beats me to it;) extract(s) 
the servicemenu code from konq_popupmenu so that other parts of KDE can use 
it.
