I think the user has a right to know that an image was tried to be loaded. 
Therefore, if he enabled displaying of loading frames, we should also display 
the frames on blocking.

Probably the icon should be changed to signal that the image was blocked (That 
leaves us with the question how to efficiently propagate that information).
