font sizes overhaul

Hi,
I started some work some time ago to bring CSS 2.1 conformance on font-sizes 
(*). The attached patch is the outcome of that work.

This also notably brings a new quirk that is the result of a close study on 
how IE 6 handles absolute font-sizes in quirk mode (see attached testcases).

Last, it also applies a fix for #91228 (zooming must not be applied to 
relative values, because the parent as already been scaled).

The patch is meant to go with Stephan's excellent doctype sniffing work :)
