Webcore-bits: Table layout

Hi. 
In the last thread I posted a very early patch to table-layout. This patch has 
now been cleaned and regression-tested.

It solves a number of tables within tables errors, but also has a few 2-5 
pixel shifts in the regression tests (table-sizes now includes border).

A few changes from Webcore have not been included. More importantly padding is 
not added to the border and not subtracted from the size. This was what 
caused most regressions in the early patch.
