You need an application in order to do that. That's what David Faure was
talking about when he mentioned the Konqueror code you need.
Your ioslave works fine, as long as you provide the mht:// URL yourself.
From an .mht file into a mht:// URL, that's something else and not covered
by ioslaves.

Shouldn't you have another MIME type?
