Ok, I tried this:

Open the HTML 4.01 Specification in Konqueror.
Scroll well beyond the middle of the document.
Ctrl+R.

Position is placed exactly where is was left before. Works.

Then, I opened kdcop, and issued konqueror/konqueror-mainwindow#1/openURL(<url 
of html 4.01 spec>)

The page is loaded, the position placed at the beginning of the document. 
Works.

So everything works.

Hmm, is it possible that you *want* openURL to refresh the page instead of 
opening?

That's clear, openURL should not refresh the page.
