scrollHeight ecma fix

The patch on Feb 12/13 that changed ecma IE emulation for
scroll{Width,Height,Top,Left} broke menus on www.sonnam.com. This patch
fixes it by making sure that the width and height are correctly updated for
the layer. Without it, the width and height seem to always be 0. Is this
the correct way to ensure that?

Also there seems to be an off-by ~1 on that site (look at the bottom of the
menu with IE UA). I haven't looked into that but it has been around for
quite a while.
