File Manager -> Menu -> View -> Set Encoding

Hello kfm-devel,

What do you think about having the feature of setting "View" -> "Set 
Encoding" in the file manager mode, similar to that in the browser 
mode, so that users can set/view the file name in different 
encodings? 

I would like to contribute if this idea is acceptable. But I'm newbie 
in hacking KDE so would someone tell me where (in the code) would be 
a good place to start?
