<P> breakage

Hi!

spiegel.de articles look strange when they start a new
paragraph, so I minimized it to the attached HTML.
mozilla and KDE 3.1.4 put a similiar gap between the
three lines, KDE HEAD misses the gap between line
1 and 2.
