Problem with Konqueror and iframes

I found a problem with konqueror trying to render a page that uses
iframes. The designer of the web site is using iframes for their
pull-down menus. The first time you mouse over the menu, the drop-down
displays correctly. Any time after that, konqueror asks if you want to
open a new window. I fyou do, you then see the menu drop-down in a new
window. 

I have attached an example of the problem. I had to crop it out of the
site because the site is a pay-subscription service and I could not give
a link. 

Is this a known problem?
