Weird output when "ms sans serif" font is used

Hi all,

I was seeing weird russian characters on mirc.com,cnet.com and dig down a bit 
and found that when I html code like this :

<FONT FACE="ms sans serif">
                    Testing testing testing
</FONT>

I got all characters in russian. I attached weird.png to show you the issue 
and attached test.html to test it.

Can anyone reproduce it?

Btw fc-list says :
cartman at southpark:~$ fc-list | grep "Microsoft Sans Serif"
Microsoft Sans Serif:style=Regular
