[Patch] new css property -konq-user-edit

Hello,

As a prerequisite for designmode I need a means to mark elements editable, so 
I introduced a new css property:

-konq-user-edit: none | enable | disable | inherit

Is it ok the way I implemented it? Please review and tell me.
