Web Archiever: doesn't save pages in Cyrillic?

First I thought that it's server-specific, but later found that this bug is 
present on all sites.
Web Archiever doesn't save pages in Cyrillic correctly.
I get ???? instead of Cyrillic glyphs in .war

Tested (3.1b2):

Does this bug exist in CVS/RC4? Should I file bug report or it can be fixed in 
*release*?
