[patch] for per-domain settings core part

Hello,

Now that KDE 3.1 is virtually out of the door I propose that my per-domain 
settings implementation should be included in KDE HEAD before it bitrots 
again. I assembled a patch over the weekend that finally provides:
- the core part, i. e. the khtml-side implementation for reading, handling, 
storing and delivering the right pieces of information.
- compatibility to the legacy keys ECMADomainSettings, JavaDomainSettings and 
JavaScriptDomainAdvice.

I have not even started working on the graphical front end in the kcontrol 
module. That's not that as bad it seems as the patch provides seamless 
support of the old configuration settings as mentioned above.
