Konqueror toolbar problem

I have always used konqueror without the bookmark toolbar, but I decided to 
start using it today.  I enabled it, and for some reason it worked in the 
first window, but proceeded to remain in "flat" mode after that.  it is 
completely unusable in flat mode (it is partially hidden by the menu, for 
one).  It should default to Top I think.  Note: I did not touch these 
settings until later to fix it.
