[Kexi] To what degree does Kexi handle relationships?

I need to create a database that must be cross-platform. I haven't
looked hard at LibreOffice-Base, preferring to see first whether Kexi
can handle it.
My first effort was on a Tellico collection handler, but since my
eReader and DRM demand Windows it has limited applicability. It's also
strictly flat-file.
http://userbase.kde.org/Kexi/Tutorials says "Relationships (feature not
available)" - does that mean not at all, or is it actually in progress?
I'm thinking, for instance, of the one-to-many relationship of author
to books.
Developing relational databases used to be a hobby of mine, using,
first, Masterfile (DOS) then Lotus Approach, and I've done a tiny bit of
Oracle at uni, but I've not done anything like this for 10 years, so I'm
rusty. However, I used to find the work so satisfying that I'd really
like to get back to it.
