Unsuccessful upgrade

Hello, Milian and friends.

Meanwhile, I tried to make the following change (kdev - directory with sources 
and builds).

I made symbolic links:
/usr/share/locale/en --> /home/leonp/kdev/en
/usr/share/locale/en_US --> /home/leonp/kdev/en_US

Now everything started to work as normal.

So, the question is - why even after 'make install', when everything moved to 
/usr/local, kdevelop still expects these two directories to reside in the 
source/compilation directories and does not see them in their place in 
/usr/local?
