Confirmed. But it is questionable weather the bug is not that the locals are
shown at all while the application is running.

I can't confirm. By inaccessible you mean disabled, right? They are not disabled
for me and just work fine.
You have to provide more information so we can track down that issue.
Best would be a reduced testcase that I can run.
