You probably need to do two things:
- Install kapptemplate, that supplies the application templates
sudo apt-get install kapptemplate
- Run kbuildsycoca4
Did you build from src? if so probably better just to install from the
package manager, enable the backports repository and:
- sudo apt-get install kdevelop
