No "New Project" menu item in KDevelop4

Hi, All

   I recently installed KDevelop4 on my GNOME session of Ubuntu 10.04LTS. I
have done things according the INSTALL instruction but it seems incomplete.
   The biggest problem is missing "New Project" sub item of "Project" menu
and the file editor did not accept Chinese character.
   Does anyone know what's going on?
