Mandriva 2009.1 and Kdevelop 3.9.91

I suggest to ask the Mandriva packagers, I personally have no idea about
how their packages work and wether you maybe installed from an unstable
repository or something like that. 

However you're right, 3.9.91 is the first beta (which is also already
quite outdated by now) of KDevelop4 and doesn't have all features that
KDevelop3 had. However it might be the only version that Mandriva can
ship, because maybe they don't have kde3 anymore, but only kde4.
