Mandriva 2009.1 and Kdevelop 3.9.91

Kdevelop version 3.9.91 is supplied with Mandriva 2009.1 but it is 
incomplete and so I expect that it is a development version. Also the 
supplied help file is empty. I notice the the stable version available from 
the Kdevelop web site is 3.5.4-1.

Have Mandriva jumped the gun by supplying a development version or 
have misunderstood something?
