We have a problem, Fedora8 provides a broken subversion-devel package.
I already reported it at IRC #fedora, but the guys there ignored me.

So until fedora gets their act together, you need to get the Fedora7 
kdevelop.src.rpm that we provide and compile it locally.
And by doing so you might help me fixing the F8 issues.
