What is "problems" plugin?

Add this to a source file:
/// @todo My problem description goes here....

Then go look at the file and hit the problems tab.   Your problems will 
appear.

It does not seem to work right.  It only lists the problems it "feels 
like" listing, at least for me.

I used three /// because I use doxygen to do this for me.  Doxygen.org 
has more info
