It's pretty easy, just a bit tedious.

Take a look at the templates in $KDEDIRS/share/apps/kdevappwizard/
and this page: 
http://www.kdevelop.org:8080/HEAD/doc/api/html/howToAddApplicationTemplates.html

That should get you started.
