Project dist. and pub.?

Hi all,

Since make dist was broken in 3.0.3, I upgraded to 3.1.    It does not 
work either, but is closer. 

It makes an archive, but when I run ./configure, I find I am missing 
Makefile.in and config.h.in.   I tried manually adding both, but make 
fails.   Also, the advanced package options are all grayed out.

Does anyone have this working?   Is there something else I need to fix?

Running:
KDE 3.3
KDevelop 3.1
automake 1.8.5
autoconf 2.59
