Is the location of backup~ files configurable?

I don't particularly care for that option because it doesn't address the 
problem if moving the files around. If I want to copy the files from one 
place to another or rename them, etc., I have one more complication to deal 
with.  Hiding them just makes it more likely I will neglect to take them into 
account at some point.  It also doesn't address the issue of having the 
backup in a separate location in case of an inadvertent rm *.
