INCLUDES versus AM_CPPFLAGS

In the KDE Makefile.am HOWTO, it says to use AM_CPPFLAGS for includes.  But 
KDevelop uses INCLUDES.  I've been putting both in my Makefile.am files, but 
this causes includes to be specified twice in the compile commands.  What is 
the "correct" thing to do?
