Viewing, Searching, Adding and Removing class libraies

No, it isn't implemented. And today there is no universal way even to get
a list of installed libraries. Pkg-config is getting more popularity, it's the
only way to determine installed libraries and compiler/linker flags for them.
Try, for example pkg-config --list-all.
So you can submit a wish, but due to operation system restrictions it can be
only partially implemented.
