Vi as Editor

Unfortunately, no.

KDevelop lets you use editor interfaces which have registered with KDE and 
that provide a KatePart interface.  As far as I know, Kate and KVim are the 
only two programs that fit this, and KDevelop internally also provides the 
QtDesigner based text editor as well.

Now, if someone wanted to make a KDEScintilla with a common interface, 
KDevelop could use it just fine. :)
