Just click on Help -> KDE Handbook?

BTW, I recommend using KDevelop in the IDEAL mode.  Its under Settings
-> Configure KDevelop -> User Interface.  You have to restart if you
change this.

KDevelop comes with extensive documentation in the Documentation tab on
the right (in IDEAL mode).  If for some reason, documentation seems to
be missing, you can download it from kdevelop.org.  You should have at
least the KDE2 Development Book (its a little aged, but still relevant),
and KDE Libs.
