Error in configure

Hi folks,

I'm trying to build the kdevelop-031110 source and have run into a problem
with configure. It fails with:

checking if UIC has KDE plugins available... no
configure: error: you need to install kdelibs first.

Now kdelibs is already installed, so I'm puzzled. What exactly are these
plugins and where are they expected to be?

On my system I have KDE 3.0 and Qt 3.2.3 if this is relevant.
