project environment variable

few days ago harald fernengel describe how to set environment variables for 
the project via
"Project Options -> Build Options -> "Make" -> Environment Variables"

this is a really a useful feature! but it seems that this mechanism is only 
working with building.

in fact it's interesting also for other things, like doxygen. imagine that you 
want to use your doxyfile not only at your computer it's better to avoid 
hard-coded paths (I'm talking about external paths like headers..). but 
unfortunately the gideon "build-in" starter for doxygen don't transfer the 
project env variables.

INMO it is very useful to transfer these env variables to every external tool 
which is invoked by gideon.
