Installing 3.0

Sorry if this has been asked a thousand times
before....

What is the procedure for installing and configuring
KDev 3.0?  I finally upgraded to RedHat 8.0, which I
understand has the proper glibc and gcc to support
KDev 3.0?

Also, is KDev 3.0 stable or is it still beta?
