Can not open or create perl projects

The CVS version 3.0.0.a5 of 21-08-2003 compiles fine under Mandrake 9.1 but 
when I open a perl project or create a new one it says "Could not create 
language plugin for Perl".

is this something I need to get and compile or something else?
