configure.in.in

What is configure.in.in for?
I found this document but I created a test project and there was no 
configure.in.in.

Are those docs old?

kdevelop.kde.org mentions configure.in.in but it only says to patch 
configure.in if you don't have configure.in.in.

Under what conditions do I get a configure.in.in?
