Use CVS outside kdevelop

You may want to look at webcvs.kde.org, and see one of the modules stored 
there to get an idea for what various projects store in their CVS.  You can 
choose to distribute the .kdevelop file with the CVS stuff, or not.  The 
latter would mean that you can define your kdevelop settings locally instead 
of globally.

The CVS expansion isn't a problem.  When you commit changes, the kate editor 
will ask you if you want to reload the file from disk, because the $Id$ has 
been changed.  Just say "yes".
