This should be no problem. If your backup tool was doen is C(++) you would 
need headers and the libraries of your backup tool to link with. In your 
case, make a GUI that generates a configuration file for your script or 
runs the script with the correct set of parameters.

That being said, it would be a lot cheaper for your company to purchase 
something like Arkeia (http://www.arkeia.com).

This I'm not sure of. I guess you would be able to use kdevelop on all 
platforms that KDE compiles on. Check the KDE web site.
