Missing makefile to generate configure script

Ok, "made source distribution" was my mistake. But what is wrong 
about having "configure" in the repository? Is there a kind of 
"standard" what should by in the repository and what not for an 
open source project? I know about the AUTORS COPYING ... but 
what about the *.in and *.am?
