A good tool for GNOME is Anjuta:

For KDE, the best, of course, is KDevelop. The best of its features is 
the people behind it. Here is a simple rool: if you need help, you\'ll get 
it!!!
So, forget about Kill X. Furthermore, it (neither DELPHI for Win) will 
give you such possibilities of using OpenGL as Qt/KDevelop.
